We can successfully compress the provided PDF. Please have a look at this output.zip (4.1 MB). The actual file size is 6.8mb and the resultant file is 5.08mb.
Could you please share the steps (or the steps you followed) to reproduce the issue?

working fine with medium **Compressin Level ** but not with high
