Implement a file system to enable Web management of data on S3 storage, and convert AI file thumbnails into JPGs using Aspose.PSD for Java solution.
In this case, I would like to ask if I can purchase the developer OEM license.

@woo9 according to License Types - Purchase - aspose.com if your customers will facing the some web UI, and the license will be used only by your service, it’s should be suitable for you. If the license will be distributed, this price plan is not suitable. But as I mentioned before, the best way is to contact Sales team. Hope they will respond soon.
